Abba Eban, in his contribution to a biography of Chaim Weizmann, painted a dramatic picture of the circumstances surrounding the communication of the president’s pledge.29 Friday, April 23, 1948 was the eve of Passover, and Weizmann was due to celebrate the Seder that night at the house of his friends. Before leaving his hotel that evening, Weizmann received an urgent request to visit Judge Rosenman at the Essex House Hotel, where the judge was immobilized by a leg injury. Weizmann stopped off to visit Rosenman before going to the Seder and spent an hour closeted with him. The judge told him in the strictest confidence that the president had told him, “I have Dr. Weizmann on my conscience.” He had not realized when he had spoken to Weizmann on March 18 that the State Department had gone so far in its attempts to abandon the UN decision on partition. And now, the president would like to revert US policy in favor of the UN resolution for partition. If UNGA would not reverse the decision on partition, and the Jews declared their State in Palestine, the president would recognize it immediately. Truman laid down one absolute condition: He was still so enraged by the criticism other Zionist leaders had heaped upon him that Weizmann would be the only Zionist leader with whom the president would liaise. Weizmann understood, therefore, that should this extraordinary story leak, there would be no deal.30
